HOPE is still in development. No HOPE cards are active and no member pilot has started. This page explains the proposed model and the rights that must be in place before anyone is enrolled.

What HOPE is meant to be

The proposed HOPE card is intended to help with practical essentials and open a voluntary relationship with a trained advocate. If you want that relationship, a plan would be written with you—not handed down to you—and support would move at a pace you agree to.

A card is not active today. Vendor participation, safeguarding, funding, card operations and the member support process are still in process.

Who the first pilot is being designed for

The proposed starting age is 16. HOPE will not enrol anyone under 18 until youth-specific consent, privacy, reporting, advocate-supervision and referral procedures are approved. That work is in process. Anyone younger than the approved pilot age would not be enrolled and would be offered help connecting with an established youth service where available.

What participation would not mean

  • You would not have to tell your story to donors.
  • Donors would not see your name, where you used support or your private case information.
  • You would not have to complete public “before and after” content.
  • Your card and support would not make HOPE your bank, health provider, housing provider or emergency service.

Say yes, no, or not yet

Participation is intended to be voluntary. Consent can be revisited. Asking for an explanation should not count against you.

Help write the plan

Your goals, pace and definition of progress belong in the plan. A support person should not substitute their preferences for yours.

Know what is recorded

Before information is collected, you should be told what it is, why it is needed, who can see it and how to ask for a correction or deletion.

Raise a concern

You may report pressure, discrimination, unsafe conduct or a privacy concern. The complaint route and escalation process will be published before the pilot starts.

Privacy and safety

Your day is not donor content.

The proposed system is designed around minimum necessary information. Public updates would be pooled and de-identified.

When information could be shared

Private information should be shared only with your consent and for an explained service purpose, or when disclosure is required or permitted by law. Limited disclosure may also be necessary to respond to a serious and immediate safety risk, a child-protection concern or a valid court or legal requirement. The exact limits must be explained before information is collected.

If a future card is lost, stolen or declined

No HOPE card is active yet. Before a card is issued, HOPE must publish a clear way to report a lost or stolen card, challenge an incorrect decline and reach a real person for support. Hours, response times and replacement rules are not being promised before the operating provider is confirmed.
